Topic: Commissioning and Re-Commissioning

 

The commissioning (Cx) process has been developed to ensure every new facility is delivered to the owner as fully functional, meeting all the intent AND design conditions layed out by the team at the start of the process. The Cx authority is generally brought on very early in the process to review design criteria and the construction documents as they are developed, along with all submittals. Any “Value Engineering” proposals are reviewed by the Cx team to ensure they are not going to diminish the facility. The construction process is monitored to assure compliance with specifications. And the final process is to assure all the systems operate as designed along with all safety & failure modes. The Cx team not only includes the Cx Authority but also the entire construction team is involved with the process.

The re-commissioning process is performed a few years after the facility is opened and provides low cost, high return operating improvements that reduce operating costs for existing facilities, improves energy performance and indoor air quality. This presentation covers the goals, strategies, challenges and benefits of successful Re-Commissioning of existing facilities. Common issues and measures are discussed. Re-Commissioning activities can include many of the same processes the new building commissioning includes but will go beyond that to include operational features that were not considered (or known) when the facility was built. Since the facility use has probably changed after a number of years of operation, this process will take a fresh look at the entire plant operations for any improvement possibility concerning energy, comfort and operational/maintenance issues.

Greg Bradshaw, owner of Bradshaw Building Solutions, has 44 years experience in the construction industry, the last 33 years focusing on re-commissioning, building automation systems, energy management, energy retrofits and smoke control systems. Greg has worked with controls/integration companies, a mechanical design/build firm, a BAS manufacturer as regional manger, an engineering firm specializing in commissioning & retro-commissioning. Greg now has his own company focusing on re-commissioning, smoke control & building automation system consulting. Greg has spoken many times about a number of subjects, including Re-Commissioning & Commissioning, Energy Management Systems, Web-based BAS, Building Systems Interoperability, Energy Retrofits, Control Strategies, Smoke Control Systems and Networks & the BAS.
